Passing your driving test and receiving your Probationary Licence (P Plates) is a huge achievement. It marks the beginning of your independent driving journey — with greater freedom, but also greater responsibility.
Victoria’s Two-Stage P Plate System
P1 Licence (Red Ps)
Your first year of solo driving (if under 21). Strict safety rules apply.
- Must display Red P plates front & rear
- Zero blood alcohol (0.00% BAC)
- Strict passenger & mobile restrictions
- Max speed 100 km/h
P2 Licence (Green Ps)
After 12 months on P1 (or immediately if 21+).
- Must display Green P plates front & rear
- Held for 3 years (if under 21)
- Some restrictions relaxed
- Important safety rules still apply
Displaying Your P Plates Correctly
P plates must be clearly visible on front and rear from at least 20 metres. You must display them every time you drive and carry your licence with you at all times.
Key Rules for P1 Drivers
P1 drivers may carry no more than one passenger aged 16 to under 22.
Exemptions: Immediate family members (siblings) or spouse/partner.
- ✔ You may drive one friend aged 17.
- ✔ You may drive multiple passengers over 22.
- ❌ You may NOT drive three friends aged 16–21 at once.
P1 drivers generally cannot tow trailers unless required for work or under instruction of a fully licensed driver.
Critical Restrictions (P1 & P2)
Complete ban for ALL P-platers. No hands-free, no GPS on phone, no music selection while driving. Even when stopped at lights.
Cannot drive high-powered vehicles (over 130kW/tonne) or modified performance cars unless exempt (work/business).
Licence suspended if you get 5 demerit points in 12 months, or 12 points over 3 years.

- Late Night: Avoid driving 10pm–6am (high risk).
- Fatigue: Never drive tired. Take breaks.
- Weather: Slow down in rain/fog.
- Maintenance: Check tyres, lights & fuel regularly.
